The Aeronautical Repair Station Association (ARSA) announces that the FAA could see its budget slashed by more than $1 billion if sequestration goes ahead as planned according to the White House Office of Management and Budget (OMB). OMB reported that the FAA will have its $15.9 billion budget reduced by $1.04 billion annually, stating that the FAA’s “ability to oversee and manage the Nation’s airspace and air traffic control will be reduced.”

Washington, DC, October 3, 2012 – The National Business Aviation Association (NBAA) today announced that Congressman John L. Mica (R-7-FL) will be a featured speaker during the Opening General Session at NBAA's 65th Annual Meeting & Convention (NBAA2012), which runs Oct. 30 to Nov. 1 at the Orange County Convention Center and Showalter Flying Service on Orlando Executive Airport in Orlando, FL. Mica serves as the chairman of the House Transportation & Infrastructure Committee, which is one of the largest congressional panels in the U.S. House of Representatives.

JSfirm.com manager Jeff Richards reports a record-setting second quarter. “There was a 61-percent increase in the number of aviation jobs being advertised on JSfirm.com during April, May and June of this year, compared to the same period in 2011,” says Richards. “In fact, this was the busiest second quarter for job advertisements in our 13-year history. The two main reasons are the recovering economy and hiring companies are coming back to niche aviation sites from expensive ‘cost-per-click’ sites.

Buy your airline ticket and talk with Mary in marketing to get all the details.” For some of you, news that you’ll be attending a trade show is exciting and you look forward to the opportunity to get out of the “office.” For others, your boss just ruined your weekend.

I recently found myself in a surprisingly serious conversation regarding the term “return to service” and what date should be used as the “official” return-to-service date. The question came up as a result of the use of task cards created from within a commercial maintenance tracking system to complete work where the total work scope spans several weeks or months and includes many date-sensitive scheduled maintenance items. The discussion struck me as such a surprise that I felt obliged to research the topic and get the truth out and in front of all of us.

In part one, I delved into identifying the problem and the difference between a problem and symptom. Here we will look into the analysis portion. There are several analyses involved in the problem-solving taxonomy. We analyze the problem, we analyze the potential solutions, we analyze the implementation of the solutions, we analyze if the implemented solutions met or exceeded our original plan, we analyze when improvements are noticed and no solution has been applied, and we analyze what we can do better (including the problem-solving approach itself).

This summer, the FAA issued a notice of proposed rulemaking (NPRM) to revise 14 CFR Part 145, the regulation governing aviation repair stations. The rewrite continues the process that began in 2006; after reviewing the comments received to its earlier proposal, the FAA withdrew it in 2009 to better address industry concerns, especially regarding the proposed ratings system and capabilities list.

The Aircraft Electronics Association (AEA) announces that the Federal Aviation Administration has extended the comment period for its notice of proposed rulemaking that was published on May 21, which is a proposed rewrite of Part 145. The original deadline for the comment period was set for Aug. 20, but it has now been extended until Nov. 19. AEA joined with other associations in Washington, D.C., to put forward a unified voice and requested an extension to this critical and wide-ranging proposal regarding how AEA members operate their repair station businesses.
