As we all know, FAA personnel do not always interpret the Federal Aviation Regulations (FARs) consistently, or for that matter, correctly. Interpretations may vary between individual inspectors or between Flight Standards District Offices (FSDOs). Fortunately, if you have a question regarding interpretation of one of the FARs and you don’t feel you have received a consistent or correct answer from the FAA, you can submit a request to the FAA’s Office of Chief Counsel for an official interpretation that will be binding upon all of the FAA’s inspectors and FSDOs.

In aviation, project management skills and techniques are often not formally used in daily aircraft operations. However, large MROs, manufacturers and repair stations often have formal project managers. Just like with leadership and management skills, employees are often not properly trained to perform effective project management. Are project management skills required in order to efficiently manage every aspect in an aviation operation? The answer is definitely! This means every DOM, manager, supervisor, and even technicians should use a formal project management process.

On April 25, Aeronautical Repair Station Association (ARSA) senior vice president Gary Fortner, vice president of Quality Control at Fortner Engineering in Glendale, CA, testified at a House Aviation Subcommittee hearing about the excellent work repair stations across the country and around the world are doing to ensure aviation safety.

Members of the Aircraft Electronics Association (AEA) recently elected representatives to its board of directors during a membership-wide vote. Six incumbents were re-elected to represent the United States, and one new board member, Tim Shaw of Rocky Mountain Aircraft, was elected to represent Canada; one of three international regions, along with Europe and the South Pacific, represented on the board pursuant to AEA bylaws.

Constant Aviation, LLC, a maintenance, repair, and overhaul facility, has been appointed by Rolls-Royce as an AE 3007 Authorized Service Center. Constant Aviation is now able to offer Legacy 600/650 operators in-house engine maintenance, on-site parts and warranty claim processing.

A rare Junkers JU 52 tri-motor will be a main attraction along the EAA AirVenture Oshkosh 2012 flight line as part of the airplane’s North American tour. The airplane’s visit is sponsored by RIMOWA, the German-based company that is one of Europe’s leading manufacturers of high-quality luggage and is partnering with EAA at Oshkosh for the first time. EAA AirVenture 2012, “The World’s Greatest Aviation Celebration,” is July 23-29 at Wittman Regional Airport.

CAE  announces that it has begun construction of a second training centre in Sao Paulo, Brazil to provide additional training capacity for airline pilots and aviation maintenance technicians in Latin America. The facility will be near the Sao Paulo/Congonhas downtown airport and will be ready for training in 2012. CAE currently offers training services at 35 locations worldwide for operators of commercial aircraft, business aircraft and civil helicopters. An additional nine previously announced training locations including Congonhas are in development.

Pratt & Whitney Canada (P&WC), a division of United Technologies Corp., has received Transport Canada type certification for the PT6C-67E turboshaft engine that will power Eurocopter’s EC175 helicopter. The Eurocopter EC175 is a new multirole helicopter and the PT6C-67E is the latest turboshaft engine in the PT6C-67 family for the medium class helicopter segment.

Just weeks after Lycoming Engines, a division of Avco Corporation, announced it would seek Federal Aviation Administration (FAA) approval to operate certain engines on ASTM D7547 UL 91 unleaded avgas, it announces it has received FAA approval to update its listing of approved fuels.

Bell Helicopter, a Textron Inc. company, announces it has opened a new office in New Delhi for all of its operations in India. Bell Helicopter has had a presence in India for nearly 20 years, opening a liaison office in 1995. There are currently more than 100 Bell aircraft operating throughout India. Currently, there are two Bell Helicopter Customer Service Facilities in the region. Deccan Aviation, located in Bangalore, and Air Works, located in Mumbai. Bell Helicopter also has full-time Customer Service representation.
