The common understanding in the U.S. aviation maintenance industry is that a mechanic faces penalties as an individual for work he or she performed while directly employed by a certificated entity, such as a repair station or air carrier. After all, there is plenty of precedential history showing that to be the case.

Night Flight Concepts, a provider of night vision solutions, announces it completed the Initial Pilot Qualification and NVG Instructor Pilot training for Cougar Helicopters. Training was conducted in the Bell 206 Helicopter at the Palm Beach Helicopters Alignment Training Center in Lantana, Florida.

I serve on various committees that focus on the regulatory arena and impending FAA guidance materials under review. I was asked recently to look at a draft FAA Order titled “8300.x Major Repair and Alteration Data Approval.” As I read through the document, I couldn’t believe some of what I was reading. A great analogy for the situation we find ourselves in, as it pertains to FAA field approvals, is one many of you will be familiar with.

Aspen Avionics announces that Piper Aircraft Inc. has selected the Evolution Backup Display system for its Piper Archer and Seminole line of aircraft. The Evolution Backup Display is a fully digital, independent flight display system designed to replace mechanical backup instruments used in Part 23 glass panel installations. Previously announced was the approval for delivery of the Piper Seneca V-series aircraft with the Evolution Backup Display onboard.

Geneva, Switzerland, May 21, 2013 – The European Business Aviation Association (EBAA) and National Business Aviation Association (NBAA) announced today that Patrick Goudou, who has served as the executive director for the European Aviation Safety Agency (EASA) since its establishment in 2003, has been honored with the 2013 European Business Aviation Award.
The award was presented during a May 21 luncheon on the first day of the 13th annual European Business Aviation Convention & Exhibition (EBACE2013), the only European exhibition focusing solely on business aviation.

East Alton, IL - West Star Aviation recently announced its plans to consolidate and expand the service capabilities at East Alton, IL (ALN), Grand Junction, CO (GJT), and Columbia, SC (CAE). This consolidation includes the sale of West Star’s Dallas (DAL) facility to Waypoint Holding LLC. The DAL facility is the only location included in the sale.

Battle Creek, MI - Duncan Aviation, in partnership with Rockwell Collins, announces the first completion of a Rockwell Collins Ascend IMS-3500 information management server on the Citation XLS+ platform under Rockwell Collins’ approved model list (AML) supplemental type certification (STC).
Duncan Aviation avionics team members installed the aircraft information manager system, which allows for secure, remote and wireless data transfer capabilities to Pro Line 4- and Pro Line 21-equipped aircraft, in a Citation XLS+ at Duncan Aviation’s Battle Creek location.

Sanford, FL - StarPort, a Cambata Aviation International LLC company, has appointed Joseph Doubleday as director of maintenance.
According to Roscoe Armstrong, StarPort's chief operating officer, says Doubleday will direct the day-to-day operations of the aircraft maintenance business, including avionics, overhaul and repair, refurbishment and paint.

The D.O.M. magazine staff was in Atlanta April 16-18 attending the MRO Americas show April 16-18. It was a busy show with lots of exhibitors on the show floor and plenty of attendees talking to them. It was an opportunity to learn about new products and services. It was also a chance to meet new people and catch up with friends I have made over the years.
